Social housing

Through its paramunicipal agencies, the City of Montréal manages and maintains housing units as well as housing programs designed to improve the living conditions of low-income families and individuals.

Residents living in housing managed by the Office municipal d’habitation de Montréal (OMHM), the Société d’habitation et de développement de Montréal (SHDM), or certain other housing resources funded by the City of Montréal, can contact us to report housing issues they are experiencing.

Here are some examples of cases we can deal with:

  • Wait times for housing or for a housing change that suggest an error in the file or a problem with the processing of the application;
  • A review of a decision denying a request for a housing change;
  • An incorrect rent calculation;
  • Unsanitary or unfit housing conditions (pests, cockroaches, bed bugs, mould, heating problems, etc.);
  • An unsatisfactory decision related to a service or activity (e.g., the denial of a request for repairs or improved snow removal, or delays in reaching a housing agent).

Complaints regarding the OMHM

Please note that we do not have the authority to change the ranking of applications for subsidized housing. Rank and priority are determined based on criteria and a scoring system established by theBy-law Respecting the Allocation of Dwellings in Low-rental Housing, a provincial regulation that the OMHM must follow.

Some recipients of Québec’s Programme de supplément au loyer (rent supplement program) may also experience issues related to their benefits, which we can investigate.
