How to file a complaint?

Here are the steps to follow to file a complaint with the Ombudsman de Montréal:

1. Verify that we can investigate your complaint

We deal with complaints regarding administrative entities of the City of Montréal only.

We are a service of last resort, which means that:

  • you must first file a complaint with the City of Montréal; and
  • the management team of the administrative entity in question must have had the opportunity to address your complaint.

You have one year from the date of the events at the source of the complaint to request our intervention, unless you can demonstrate exceptional circumstances.

Visit the “Can we investigate your complaint?” page to learn more.

If in doubt, please don’t hesitate to contact

We will help you determine whether we are able to investigate your complaint. If necessary, we will refer you to the appropriate resource.
